There was a total of 223 Peguis Youth that participated in the fishing derby. 106 Adults in attendance also participated in a separate contest with 100% payout.

4 Year Anniversary of HOCFNA

January 21, 2026, marks Peguis First Nation’s 4 year anniversary of the Honouring our Children, Families and Nation Act (HOCFNA) coming into effect. This day marks our nation’s exercise of our inherent and sacred right to protect our own children. The coming into force of our legislation acknowledges our collective efforts to put a stop to the intergenerational trauma faced by our community, and to revitalize our traditional parenting practices. Our nation’s Act requires the Agency to stand with our families, cultivating relationships with parents and letting them lead the way forward. Our Act accounts for the fact that our parents and families know what they need, and as an Agency it is our job to support their healing journey and provide the necessary supports along the way.

The Honouring our Children, Families and Nation Act marks a revitalization of our traditional governance structures and law-making practices. This is imperative to our future as a nation, to nurture our parents, children and families in utilizing our law to live mino bimaadiziwin (A good life).

The Agency wants to acknowledge the support of Peguis Leadership and Members in making this journey possible as each act of reconciliation impacts the wellbeing of each child and 7 generations to come.

2025 Christmas Hampers Operation

This year’s Christmas Hampers operation was a huge success. Peguis Child and Family Services (the “Agency”) provides a Christmas Hamper to each household where a Peguis Member resides. Each year, 3,500 hampers are delivered to Members

More than 150 Peguis Members were hired to help with the Christmas Hampers massive operation. Jobs included Christmas Elves, packers, helpers and drivers.

The Christmas Hampers event each year is a huge operation. Starting in October, the Agency begins receiving large orders of items to be packed into hampers for Members. Each household received two large boxes of food, a large turkey and ham. The contents of the hampers included: Candy canes, boneless honey ham smoked, whole turkey seasoned, bag of potatoes, cake mix chocolate fudge, cake mix white, cereal oat quick packages, ground coffee, oatmeal cookies, corn cream style, creamer coffee mate original, filling pie apple, filling pie cherry, flour all purpose, frosting white, gravy base mix, apple juice, lard, margarine, mayonnaise, pancake mix, green peas, pickle cut bunslappers, microwaveable popcorn, baking powder, instant pudding chocolate, instant pudding vanilla, rice white long grain, salt, cranberry sauce, ground black pepper, chicken stuffing mix, sugar granulated, sugar icing, pancake original syrup, tea. Also included with all hampers were printed copies of the 2024/25 Annual Report, 2024/25 Financial Statements, 2024/25 Financial Summary, White Buffalo Report, Children Special Allowance Settlement notice, Member survey, newsletter poster and a Christmas greeting card.

Christmas Hampers were delivered to households in Peguis First Nation, Selkirk, Winnipeg and surrounding areas including Portage La Prairie and Brandon.

The Agency staff also contributed by donating $11,000.00 to the Christmas Hampers this year.

Christmas Dinners 2025

The holiday events commenced this season beginning with Peguis Child and Family Services hosting Christmas Dinners in Peguis First Nation and in Winnipeg.

The Peguis First Nation come and go dinner, hosted at the Peguis Community Hall, was held on December 6, 2025. This dinner featured two local caterers with 1,400 plates provided to Members. Pictures with Santa were available for kids and families and plenty of activities happening during the day.

The Winnipeg dinner, for Members living in the Winnipeg and Selkirk areas, was held at the Victoria Inn on December 16, 2025. 1,500 plates were provided to Members. Christmas characters were on site entertaining families, Christmas photo booth and pictures with Santa were available, with a free gift for the kids. Members were provided entertainments by Mason Hoop Dancers and Peguis Square Dancers.

Thank you to all the Peguis Members who joined the dinners, Merry Christmas and happy holidays.

Moose Mountain Hunting Trip

On October 24, 2025, the Ogichidaa Men’s Group departed on a two-day hunting trip to Moose Mountain, Saskatchewan. On this trip, the Ogichidaa Men’s Group harvested 3 moose. To date, the Ogichidaa Men’s Group has made 2 different hunts which harvested 2 elk and 4 moose. The harvested meat was shared between 19 men that participated. The men were able to provide for their families, share with elders and others in the community.

On average there has been a total of 50 men participate in the men’s group each month.

The Ogichidaa Men’s Group meets on Tuesday’s and Thursday’s at the Peguis Child and Family Services Main Office located in Peguis. The men’s group does activities such as hunting, fishing, trapping, golfing, Ribbon Shirt classes, support group meetings, guest speakers, and various other activities throughout the year. Peguis Child and Family Services – Service Performance Summary

Dear Members,

Peguis Child and Family Services, along with the Board of Directors, wish to thank and offer

appreciation to the Peguis Members for allowing us to be a part of their family wellness journeys.

As part of this appreciation, we note that families are stepping up, coming forward and taking their

rightful place in raising their children.

The following information is a reflection of the positive role and uptake of services by Peguis

Membership as the Agency works on fulfilling the operationalization and implementation of the

Honouring our Children, Families and Nation Act (the “Act”).

Moreover, by asserting our inherent rights, we are actionizing our jurisdiction as an act of

decolonization. We have removed ourselves from colonial legislation such as the Manitoba Child

and Family Services Act where much harm to Indigenous children has occurred. As a matter of

fact, by asserting our self-determination in the area of child welfare, we have positively influenced

provincial legislation1 since the Legislature had to respond to the Act and has amended several

pieces of provincial laws as a result.

Peguis Child and Family Services are meeting all reporting requirements to Peguis First Nation

and Membership, Canada and Manitoba. The Honouring Our Children, Families and Nation Act

is in effect, and working amazingly for Peguis Members. Below are some highlights of these

effects:

• Since Fiscal Year 2021/2022 to Fiscal Year ending on March 31, 2025 Audited Financial

Statements are posted on the Agency’s website, including annual reports and reports to

Chief and Council and Membership.

• The Agency successfully submitted and received an additional 16.2M in capital funding in

April 2023 to build and develop resources to provide culturally appropriate child and family

services. The total funding to date for capital is approximately 31.3M.

• Since the Honouring Our Children, Families and Nation Act (the “Act”) came into force on

January 21, 2022, the number of children coming into care has decreased by 80%, over

a 4-year period 2021-2025.

• As of October 5, 2025, there are 222 children in care. 99% of children in care who reside

in Peguis First Nation are cared for by immediate and extended family members. 97% of

children in care who reside outside of the community are cared for by immediate and

extended family members.

• As of October 5, 2025, the Agency employs 138 child and family service workers that

specifically focus on delivery of child and family services, as per the Act. The caseload

ratio has been significantly reduced to ensure comprehensive child and family services for

children, youth and families. An average of 6 child and family service workers may engage

in direct service delivery with a child and the child’s family.

• This does not include other forms of face to face interactions such internal prevention

services provided by Reclaiming Our Ways Program, Debinan Program, Grandparent

Mentorship Program, culturally appropriate services (Traditional Camps, Elder Services

etc.), community gatherings and/or contact with other service providers (Peguis Jordan’s

Principle, Peguis Central School/other community schools) that form the safety net for

children, youth and families.

• Since January 31, 2022, to June 30, 2025 - Customary Care Agreements resulted in 209

children prevented from coming into care. Customary Care Agreements are decisions

made and led by the family.

• From April 1, 2023, to June 30, 2025 - 16 children are no longer in the care and control of

the Agency and are supported financially through supported subsidized guardianships

until they reach 18 years of age – these caregivers are now the legal guardians of the

children.

• From July 31, 2024, to June 30, 2025: 11 children are no longer in the care and control of

the Agency and are supported financially through Customary Acceptance (traditional

adoption) until they reach 18 years of age – the caregivers of these children are now the

legal guardians through the Acceptance Commission process. This process is led by

Elders and decisions are made in the best interests of the child.

• Through the Extension of Service Agreement process and pursuant to Section 12 of the

Act, services are provided to youth between the ages of 18 up to their 26th birthday. Upon

reaching the age of majority at 18, youth may enter into a goal-driven agreement known

as an “Extension of Service Agreement.” The agreement acts as a guide for the support

to learn to live independently. Since the first year of implementation of the Peguis Act, the

number of Extension of Service Agreements has increased by 109%. Reporting on June

30, 2025, 135 youth have entered into a voluntary service agreement.

• Since the first year of implementation of Honouring Our Children, Families and Nation Act,

the annual participant rate in prevention services has increased by 150%. Compared to

annual participation rates prior to the implementation of the Peguis Act. The participation

rate in prevention services has increased by nearly 952%, reporting on March 31, 2025,

members accessed prevention services through 26,635 points of service. A positive

uptake of prevention services.

• By establishing trust and providing a safe and nurturing environment through the provision

of child and family services, there has been a steady growth in participation for prevention

services and culturally appropriate services. 6,436 children, youth and families accessed

culturally appropriate services, reported on March 31, 2025.

• The combined participation for prevention and culturally appropriate services in 2024-

2025 was 33,071 points of service.

• Prior to the implementation of the Act, the average number of emergency after hours

requests between 2014-2021 was 837 per year. The average number of emergency after

hours requests, increased after the Act came into force, with an average of 2,655 requests

per year between 2021-2025. This is an overall increase of 217% in annual emergency

after hours requests responded to by the Agency.

• Reporting over a 3-month period from April 1, 2025, to June 30, 2025, 46% of membership

intakes voluntarily requested support services from the Intake and After Hours Program

and there were 1,645 in person visits conducted.

• The impacts of the Act since it came into force has progressively shifted Peguis First

Nation members experience with child and family services. The Agency is responsive and

continues to provide support and services that empower children, youth and families.

• The overall culturally delivery of child and family services under the Act, demonstrates

how reconciliation with children, youth, families, and community members that participate

in services and/or Agency gatherings is actionized. The data confirms the significant

decrease in new admissions of children in care, the dramatic increase in prevention

services, and the implementation of Alternatives to the Court Process, such as Customary

Care Agreements, Supported Subsidized Guardianships, and Customary Acceptance.

• The above, and more, is a direct result of the operationalization of the Act. Under the Act,

service delivery and enhanced prevention models that are rooted in cultural values. The

Agency invests in children, youth, and families through cultural services, traditional ways

of knowing, and upholding the family’s inherent decision-making rights and provides the

necessary supports when facing challenges.

• In fiscal year 2024/2025 there was 21 complaints made to the Agency and all complaints

were resolved.

• There were zero critical incidents for fiscal year 2024/2025.

LAND BLESSING IN SELKIRK, MB

A land blessing was held on National Truth and Reconciliation Day, September 30, 2025, at the Agency’s new Selkirk office location at 924 Manitoba Ave., Selkirk, MB.

In December 2024, the Agency announced the purchase of 4.29 acres in Selkirk, MB, located on Manitoba Avenue, adjacent the Manitoba Public Insurance building. As part of the Honouring our Children, Families and Nation Act, the Agency negotiated Capital Projects as part of this agreement to provide child and family services to membership to prevent children from coming into care. With a concentration of Peguis Members living in the Selkirk area, the Agency has been looking for property accessible in the community to provide child and family services.

The land blessing was held with Pegus leadership, Peguis Members, Peguis CFS Board of Directors and staff as well as Selkirk representatives present. Peguis SunLodge started the land blessing with a Pipe Ceremony, with remarks from Dwayne “Sunman” McCorrister.

Following the land blessing, attendees made their way to Old Stone Church (0 Old Stone Church Road, St.Clements, MB) for a Celebration. A big feast, bouncy castles, slides, games and activities were set up on site for children. As part of the celebration was the opportunity to sit and listen to Story Telling by Elders in Tipi.

Peguis Members who work with trades were provided further information about potential upcoming contracts pertaining to the construction of the Agency’s new Selkirk office. Staff Pension Plan Settlement

Treaty 1 Territory, Winnipeg, MB – Today, Peguis Child and Family Services (the “Agency”) wishes to announce a significant court victory achieved through settlement with Canada via the Office of the Superintendent of Financial Institutions Canada (“OSFI”).

The Agency had attempted to register its Staff Pension Plan for its employees with OSFI under the authority of the federal Pension Benefits Standards Act, 1985. OSFI, as regulator of federal pension plans refused to register the Plan and recommended registration of the Plan provincially. The Agency, operating under the inherent rights of Peguis First Nation and the Honouring our Children, Families and Nation Act (“HOCFNA”), filed a judicial review application challenging the decision of OSFI not to register the Plan.

There were many factors supporting the challenge initiated by the Agency, including but not limited to the fact that the HOCFNA scope was national, and it carried the weight of federal law; the inherent rights of Peguis First Nation to actionize jurisdiction of child and family services; the Supreme Court of Canada’s ruling (the Quebec Reference 2024 SCC 5) confirming the constitutionality of An act respecting First Nations, Inuit, Metis children, youth and families; and that section 91(24) of the Constitution Act, 1867 and section 35 of the Constitution Act, 1982 were engaged drawing in reconciliatory justice. These factors, among others, were persuasive and compelling but not decided by the Court because the parties reached a settlement.

As a result of settlement, the following will occur:

a) The Agency discontinues the application against Canada;

b) Canada registers the pension plan through OSFI;

c) Canada pays costs in the amount of $10,000 to the Agency; and

d) There is no confidentiality associated with settlement.

The Agency has established another legal precedent along its journey of transforming Indigenous child welfare for the benefit of First Nations nationally.

Peguis CFS Information Booth at Peguis Treaty Days 2025

Peguis Child and Family Services (the “Agency”) hosted an information booth, July 14 -18, 2025, during this year’s annual Peguis Treaty Days.

The information booth was an opportunity to interact with members and families, answer questions and provide information on services and programs. Updates on upcoming events, new calendars, how to access services and current job opportunities were shared with visitors throughout the week.

Members who stopped by the information booth were greeted by staff and asked if they had any knowledge of services and programs offered to Members by the Agency. Children and youth that stopped by the information booth were asked if they knew anything about the Agency, they received a freeze or balloon for their feedback.

Members were reminded to fill out a Membership Survey, participants will be entered into a monthly prize draw. Membership Surveys can be filled out online at https://www.peguiscfs.ca/contact .

Interactions with Members provided a lot of feedback, comments and a variety of questions during the week. The Agency received very positive remarks about the annual gatherings, which receives a large attendance of Members. Agency departments took turns during the week greeting members for more engaging interactions. Tables were available for Members to sit and visit with staff. The information booth was open Monday to Friday during Peguis Treaty Days.

3 Year Anniversary of HOCFNA

January 21, 2025, marks Peguis First Nation’s 3 year anniversary of the Honouring our Children, Families and Nation Act (HOCFNA) coming into effect. This day marks our nation’s exercise of our inherent and sacred right to protect our own children. The coming into force of our legislation acknowledges our collective efforts to put a stop to the intergenerational trauma faced by our community, and to revitalize our traditional parenting practices. Our nation’s Act requires the Agency to stand with our families, cultivating relationships with parents and letting them lead the way forward. Our Act accounts for the fact that our parents and families know what they need, and as an Agency it is our job to support their healing journey and provide the necessary supports along the way.

Since the Honouring our Children, Families and Nation Act, the Agency has:

- 48,494 Member interactions through Prevention Services;

- Prevented 119 children from coming into care;

- 255 Extension of Service Agreements (EOSA), with youth ages 18-26, entered into;

- 142 Customary Care Agreements (CCA) entered into to prevent children from coming into care;

- 7 Children supported through Supported Subsidized Guardianship (SSG) with immediate family members;

- Customary Acceptance Agreements (CAA) of 6 children (traditional adoption);

- Intake Services provided to 5,026 Members;

- After Hours Services provided to 2,817 Members;

- A 29% reduction in the number of Children in Care (CIC) from 2021 to 2024;

- 704 Peguis families supported through Service to Families (STF);

- Integration and training of Peguis Elders for Alternatives to the Court Process;

- Creation of a Donation Fund which has provided $365,805.39 to Members;

- Artists Callout's which purchased $162,000.00 worth of artwork from Members;

- Expanded operations in Peguis, Maamawibiway, Selkirk and Winnipeg areas, including the repatriation of lands in the Selkirk area;

- Provided full accountability and transparency to Members with a full Unmodified Audit for 2022/2023 and 2023/2024 fiscal years.

RE: DONATION FUND

Peguis youth Members, 26 years and younger, may apply to the Peguis Child and Family Services’ Donation Fund for financial support to participate in extracurricular activities such as: sporting, recreation events, karate, ballet, among others, in order to promote wellness and a sense of belonging to the community for child(ren), youth and families.

The Donation Fund is limited to;

· Individual Peguis Member requests only. Organizations are not able to apply on behalf of a Member.All recipients must sign both the Donation Fund Application Form and the Donation Fund Recipient Form.

· $500.00 per request, per child, per fiscal year (April 1 to March 31).

· $9,000.00 per local church and/or traditional lodge that service all Members in the community of Peguis First Nation.

· $9,500.00 to Peguis Central School per fiscal year as requested.

· The Agency will also provide two (2) Awards to Peguis Central School Gr.12’s Graduation, in the amount of $1,000.00 each. Priority will be given to those students entering into the Social Services field.

The Director of Finance is delegated the responsibility to coordinate a team to review and approve requests. The Donation Committee shall ensure resources are distributed equitably. Applicants must sign an acknowledgement form granting permission to disclose any information to satisfy donation eligibility criteria. All donations provided by the Agency will be reported every fiscal year in the Agency’s Annual General Report.

Peguis Child and Family Services has been busy this Christmas season, operations include:

· 1,300 Christmas Hampers delivered to households in the Peguis and surrounding areas.

· 2,200 Christmas Hampers delivered to households in the Winnipeg, Selkirk and Brandon areas.

· Children in Care Christmas Gathering with 300 caregivers attended with children.

· EOSA (Extension of Service Agreement) Christmas Gathering

· 1,500 Dinner come-and-go at Peguis First Nation.

· Christmas dinner at Selkirk, MB, 328 Peguis Members attended.

· Christmas dinner at Winnipeg, MB, 720 Peguis Members attended.

· 89 positions hired to help with Christmas Hampers, deliveries and Christmas dinners.

· $72,000.00 of artwork purchased from Peguis artists during this year’s Artists Callout.

As part of the Honouring our Children, Families and Nation Act Coordination Agreement, the Agency negotiated Capital Projects as part of this agreement to provide child and family services to membership to prevent children from coming into care. The Agency looks forward to providing services to our Members with the continued focus on building and strengthening the community.

The property acquired is located near the former St.Peter’s Reserve. The property is to facilitate the following:

13,000 sq/ft Peguis Child and Services, Selkirk Office building;
A place to gather and access child and family services in a setting that fosters healing and reconciliation as a family and community;
Expansion of services and programs in St. Peter's and surrounding areas;
Ceremonial and Land Based area for Members and community at large;
Truth and Reconciliation Gatherings to support community healing journey; and
Community Garden.

The scope of work on the property may provide for contracts for Peguis Members during construction. With office space created in the Selkirk area, more staff will also need to be hired creating more potential employment for our Peguis Members.

The Agency looks forward to community gatherings and ceremonies, in the near future, at this property.

Another milestone in the Settlement has been reached!

The Federal Court has approved the first Claims Process under the Settlement, which focuses on the Removed Child Class and their eligible Caregiving Parents or Caregiving Grandparents.

These Classes include First Nations individuals who were removed from their homes as Children, on reserve or in the Yukon, and placed into care funded by Indigenous Services Canada between April 1, 1991, and March 31, 2022, and the Caregiving Parents or Caregiving Grandparents of these individuals.

Compensation is not yet available.

The opening date of the Claims Period will be announced once confirmed.

Peguis Child and Family Services (the “Agency”) wishes to notify Peguis First Nation members who are or were former children in care (“CIC”) of an important Notice of Class Action Certification and Hearing for Settlement Approval regarding the Children’s Special Allowance Class Action Settlement.

Settlement Approval Hearing: September 5 & 6, 2024

This is the final step in the legal procedure. The Court of King’s Bench will be requested to approve the Settlement Agreement pursuant to the Class Proceedings Act, CCSM c C130. Once the court approves the settlement, compensation period will begin.

Background

The Province of Manitoba has agreed in principle to pay $530 million to provincially funded current and former CIC of Indigenous and Non-Indigenous Manitoba CFS Agencies between January 1, 2005 to March 31, 2019.

Three certified class actions sought damages for Manitoba’s breach of the Charter rights of vulnerable children. The settlement aims to compensate the affected children, cover legal fees, and administer funds to class members.

This historic settlement is a significant step forward in rectifying the discrimination endured by vulnerable CIC. This settlement will compensate children affected by Manitoba’s discriminatory CSA policy, including reasonable interest.

According to federal legislation, CSA payments are made to CFS Agencies as an equivalent to the Canada Child Benefit received by parents in Manitoba. CSA benefits are to be used exclusively for care, education, training, and advancement of children in care.

Instead, over the course of 14 years Manitoba required CFS agencies to remit over $335 million of the federal CSA payments back to Manitoba’s general revenue fund. In 2018, Peguis CFS was the lead agency to challenge Manitoba’s illegal claw backs of CSA funds. In response to legal challenges, Manitoba passed legislation in 2020, exempting the province from any legal responsibility. This legislation prompted a constitutional legal challenge, leading to a 2022 decision by the Court of King’s Bench, which found that Manitoba’s CSA policy and related legislation exacerbated the already significant disadvantages experienced by CIC, and was a breach of their Charter rights to be free from discrimination.

“Back in 2018 when Peguis CFS, Animikii Ozoson CFS and Sandy Bay CFS initiated the litigation challenging Manitoba’s theft of CSA funding, this settlement was what we dreamed of. Now that the settlement has
been achieved, the care, maintenance, education and advancement of those impacted can hopefully be fully realized,” said Louise McCorrister, Board Chairperson of Peguis Child and Family Services.

All Peguis First Nation CIC members, between January 1, 2005 to March 31, 2019, are in the process of being identified and will be notified by the Agency as this process begins. There are over 700 Peguis children affected by this settlement. This number is fluid, as the Agency receives calls regarding former Peguis CIC who may have been in the care of another agency. Peguis Child and Family Services (the Agency) is excited to announce the purchase of 5.7 acres in St.Clements, MB. The riverfront properties are located alongside the historic St.Peter’s Old Stone Church.

As part of the Honouring our Children, Families and Nation Act, the Agency negotiated Capital Projects as part of this agreement to provide child and family services to membership to prevent children from coming into care. With a concentration of Peguis members living in the Selkirk area, the Agency has been looking for property to better provide services and programming to these members.

Supreme Court of Canada Upholds Constitutional Validity of Bill C-92

Today the Supreme Court of Canada (the “SCC”) in a unanimous decision, upheld the constitutional validity of federal law called An act respecting First Nations, Inuit, Metis children, youth and families (“Bill C-92” or the “Act”). Quebec’s challenge of Bill C-92 was dismissed. The SCC upheld Canada’s law in its entirety. Peguis Child and Family Services (“Peguis CFS” or the “Agency”) intervened in support of the Act.

Bill C-92 came into force on January 1, 2020. Through sections 8(a) and 18(1) the Act acknowledges First Nations inherent right to self-government over child and family services. Bill C-92 operates on the premise that the inherent right to self-government exists, the Act is not the source of that right. The affirmation of First Nations jurisdiction over child and family services is an important step on the path to reconciliation.

Peguis First Nation, Peguis CFS, Canada and Manitoba concluded a Coordination Agreement and companion Fiscal Agreement on January 31, 2023 in accordance with section 20(1) of the Act for the implementation of Peguis law, Honouring our Children, Families and Nation Act that has been in force as federal law since January 21, 2022.

The SCC decision confirms and affirms the process undertaken to create and implement The Honouring our Children, Families and Nation Act. Quebec attempted to challenge the whole of the Act – but at the Quebec Court of Appeal it determined that the Act was constitutional except for sections 21 (provides for Indigenous laws the force of federal law) and 22(3) (which allows for Indigenous laws to prevail over provincial law). The SCC confirmed that these two provisions are constitutionally valid along with the rest of the Act.

The Agency has been making positive strides in the implementation of The Honouring our Children, Families and Nation Act since coming into force. The SCC further confirms that the implementation process undertaken has been a valid exercise of inherent rights. Of importance to note is that the SCC commented on the honour of Crown in relation to negotiating coordination agreements – and that the honour of the Crown is always at play in such negotiations. We can take from this that the honour of the Crown would require predictable, stable, sustainable, needs-based and consistent funding with the principle of substantive equality in order to secure long-term positive outcomes for Indigenous children, families and communities. First Nations across Canada will benefit from this and the Agency’s implementation of our law.

The ongoing implementation of The Honouring our Children, Families and Nation Act is secure as a result of this decision.

The Rainbow Lodge serves as a sacred place for ceremonies, cultural teachings, and gatherings. The Rainbow Lodge is dedicated to connecting people to Anishinaabe culture, traditions, and spiritual practices aimed at reclaiming our traditional way of life.

The Agency understands that these traditional ways of being provide the healing and guidance needed to regain our original strength as Anishinaabe people.

The Agency is committed to providing opportunities for every child, youth and family served to reconnect with these traditional ways. Family Reunifications Homes Arriving

Developments at Maamawibiway are beginning to come to fruition as the Family Reunification Homes are set to arrive. Our reunification homes provide nurturing, culturally based care with a focus on parent support, and holistic family-focused care.

Family engagement lies at the core of our reunification work and includes mentoring parents in our homes to give them the opportunity to be part of the team, to continue to be active caregivers of their children and, at the same time, develop and practice positive parenting skills.

Families identified as benefitting from intensive strength-based support to achieve successful reunification will thrive in Reunification Homes.

These two homes are 1320 sq ft., with 3 bedrooms and 2 bathrooms. Located at Maamawibiway, 2 miles east of Hodgson, the area provides services in a safe and nurturing environment for all members.

Christmas Hampers a Success

Over 3,500 Christmas Hampers were delivered to members this holiday season in Peguis First Nation, Selkirk and Winnipeg areas. Hampers including a turkey with groceries were delivered to households over the past few weeks.

100 elves were hired to help Santa this year as assembly workers and drivers. Peguis Child and Family Services want to thank everyone for all their hard work this Christmas to bring holiday cheer to Peguis families.

Capital Projects - Maamawibiway

Location: 2 miles East of Hodgson, MB on Hwy #325

Date of Possession: July 30, 2023

Maamawibiway (Our Gathering Place) was seen as an opportunity for the Agency to secure an asset that would provide adequate space for development and programming. Programming that will be taking place on property:

· Traditional Independent Living Program

· Family Reunification Program

· Reclaiming Our Ways Program

· Prevention Services

· Debinan Youth Services (Debinan Building, 10,000sq/ft)

Recreation developments planned: hockey rink, skatepark, concert stage and more.

A total of 166 acres for a cost of $704,000.00 was purchased. Land purchase included a 3 bedroom house, large machinery garage, smaller garage, and various equipment/machines/tools.

Events hosted at Site:

Community Feast: Held on July 31, 2023 for Peguis membership to eat, visit the property, ask questions and meet staff. Around 300 members attended.

2nd Annual Women’s Gathering 2023: Held on August 16 & 17, 2023, with 380 Peguis members in attendance. Activities included the United Rainbow Singers, 7 Sacred Ways of Healing, Cedar Bath’s, 7 Red Road Teachings, Healthy Relationships through Pipe Ceremony, beading, soap stone carving, hair braiding, painting, round dance and The Deadly Aunties.

2nd Annual Men’s Gathering 2023: Held on September 22 & 23, 2023, with 200 Peguis members in attendance. Activities included Lighting of the Sacred Fire and Fire Teachings, Water Drum Teachings, Tipi Teachings in break out sessions, Stand Up Comedy Show, Sweat Lodge Ceremony, Four Sacred Hearts, Traditional Teachings by Floyd and Faylene and Laughing Lion Wellness Therapy.

Debinan Youth Program has been taking place since August 2023 with over 6,000 member participations. Activities including baseball, movie nights, gaming nights, skidoo rides, cooking classes, sewing, fire making, Bannock on a stick, etc.

Reclaiming Our Ways Program with 3,000 members accessing services provided such as Mother’s Day event, Father’s Day event, Women’s Gathering and Treaty Day Gathering, cooking, sewing, crafts, parental programming (Raising Children in Troubled Times) and Anang Miikana.

Peguis First Nation celebrated a historic moment Tuesday January 31, 2023 as it became the first Indigenous community in Manitoba to take control of child welfare under federal legislation that came into effect three years ago.

The First Nation was joined by federal Indigenous Services Minister Patty Hajdu, Manitoba Premier Heather Stefanson and Manitoba Families Minister Rochelle Squires in the signing of a co-ordination agreement between the three governments.

January 21st, 2023 marked Peguis First Nation’s 1 year anniversary of the Honouring our Children, Families and Nation Act coming into force as federal law. This day marks our Nation’s exercise of our inherent and sacred right to protect our own children. The coming into force of our law acknowledges our collective efforts to put a stop to the intergenerational trauma faced by our community, and to revitalize our traditional parenting practices.

Our Nation’s law requires the Agency to stand with our families, cultivating relationships with parents and letting them lead the way forward. Our law accounts for the fact our parents and families know what they need, and as an Agency it is our job to support their healing journey and provide the necessary supports along the way. The Honouring our Children, Families and Nation Act marks a revitalization of our traditional governance structures and law-making

practices. This is imperative to our future as a Nation, to nurture our parents, children and families in utilizing our law to live mino bimaadiziwin.

Children’s Wellness Clinic Family Enhancement was posted at the Peguis Multiplex to take part in the 1st Annual Children’s Wellness Clinic.

FE met with many community members and shared information on the services offered through the Family Enhancement program. During the 2 days, FE distributed Wonder Show tickets to families who visited the booth. Community members also entered their names for the daily door prize draws- 15 prizes were presented each day. All who visited our booth left with lots of information regarding the Family Enhancement Services.

We look forward to attending the Wellness Clinic in 2023. “Think positively; Exercise daily; Eat Healthy; Work Hard; Stay strong; Worry less; Dance more; Love often.”

Together, we are going back to our traditional teachings and ceremonies to help children, youth and families find healing from the ongoing impacts of colonial interference. This is part three of a four part documentary describing traditional ways of being, the impacts of colonialism, the Sun Lodge Village/ Peguis CFS partnership, and the development of the Sun Lodge. Launch of Honouring our Children, Families and Nation Act

On January 1, 2020, new federal legislation (referred to as Bill C-92) came into force, recognizing the inherent right of First Nations to develop their own specific child and family services legislation.

In the last year, Peguis Child and Family Services, in conjunction with Peguis First Nation, has been developing draft legislation that will be reviewed by Members.

This draft legislation, called the Honouring our Children, Families and Nation Act (the “Act”) has recently been completed and Peguis Chief and Council along with Peguis CFS representatives are now ready to share the draft Act with the community and public.
